A budget caps agreement for the coming fiscal year could be falling apart after the Senate Armed Services Committee approved a defense authorization bill that would bust the cap on defense spending by $28 billion. And Republicans are starting to plan for an extension of tax cuts that are set to expire next year. CQ Roll Call’s Paul M.
